This position pays between $127,200 to $159,000 and is based on skills, experience and education of the successful candidate.

 

This posting is for Distribution or Pipeline Engineering Management 

 

POSITION CONCEPT 
This position provides strategic and functional leadership and direction to a team that provides analyzes and makes recommendations regarding system capabilities and weakness, technical, operational, and maintenance, project and construction support.  Team members may lead and/or support projects involving design, greenfield or replacement projects, and maintenance activities such as inline inspections. The team members also provide engineering support to operations, forecasting and planning for finance, hydraulic modeling, integrity management, and gas supply. 

 

An Engineering Services Manager may be assigned to distribution engineering and technical training, pipeline design, integrity management, or measurement engineering.

 

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Supervise the daily operations of planning, designing and engineering additions and changes to the natural gas transmission and distribution system that serves new and existing customers and or the integrity management of these assets. These activities involve the application of sound engineering practice, ensuring applicable codes, regulatory requirements, proper financials, and company standards are met and balanced with the goals of the Engineering team, Operations, Gas Supply, Regulations and NMGC’s corporate objectives.   Approval of work orders, addressing customer priorities and in-service dates; verifying material and labor values, coordinating and forecasting projects, and negotiating deliverable expectations.  (20%)
  2. Participate in the system planning of projects related to future natural gas system expansion and modifications, providing consultation and assistance in major load additions and projects of unusual nature.  Provide input for budgeting capital construction projects.  (15%)
  3. May ensure technical training department executes necessary training to ensure the operations personnel are operator qualified.  (5%)
  4. May assist in ensuring all Measurement & Regulation activities are in compliance with governmental and corporate regulations, including but not limited to PHMSA, TSA, and the NM PRC.  Assists with responses to regulatory discrepancies found and assists to ensure corrective measures are implemented. Ensures measurement audits are conducted to identify potential regulatory compliance issues and implement preventative measures. (5%)
  5. Mentor direct reports in: negotiations, project management coordination, engineering design, and construction aspects related to new and existing customer gas loads impacting NMGC’s system, integrity management, cathodic protection, measurement, regulation, and SCADA.   Administer the team member Performance Review, Individual Development Plan and Positive Discipline programs.  Monitor and recommend promotions and associated salary increases. Facilitate goal alignment, team member engagement, and a free flow of information for team growth. (20%)
  6. Conduct job hazard analyses and, as needed, coach team members to ensure they are in compliance with current safety procedures and protocols.   Communicate safety expectations, recognize safety achievement and review safety statistics monthly.   Support Safety Committee activities and NMGC safety efforts. (5%)
  7. Manage the cost center O&M and capital budget; reviews and approves team member business expenses. Provide input to the annual capital planning and O&M budgets by providing required forecasting activity, monthly capital variance explanations, and managing the CWIP report for direct reports. Ensures forecasts of team members are accurate and timely.  (10%)
  8. Identify, evaluate and develop new and existing technologies and strategies for process improvements, efficiencies and safety.  (10%)
  9. Ensure good communication between Engineering and other departments so that information can be easily and freely transferred. Demonstrates leadership skills and technical ability to ensure personnel and processes function effectively, to meet set goals and objectives. (5%)
  10. Serve as back up to the Director, Integrity Management, M&R, Gas Distribution Engineering and/or Regional Operations Manager in his/her absence related to Engineering or customer concerns and issues while providing support to Director of Engineering Services, and regional operations as necessary. Also provides technical support for business strategy planning and strategic initiatives. (5%)

Indirect Supervision: Consultants, Vendors, Third party service providers

 

RELATIONSHIPS
Key Internal: Operations, Gas Control, Gas Supply, GIS, ROW, Environmental, Safety, Legal, Accounting, Regulatory, and with affiliate counter parts.

Key External: State and Local Government and/or Regulatory Agencies, Customers, Industry Associations, Contractors, Vendors, and Consultants.


QUALIFICATIONS
Education 
Required: Minimum of Bachelor's degree in Engineering from a college/university accredited by the Accreditation Board for Engineering and Technology, Inc. (ABET).

Preferred: Graduate degree in engineering, MBA or advanced management training desirable


Licenses/Certifications
Required: Must possess a valid state of New Mexico driver’s license and meet the acceptable driving record requirements of the Company.

Professional Engineering (PE) License in the state of New Mexico, or contingent upon PE within twelve (12) months of employment

Preferred: Registered Gas Distribution Professional (RGDP), Certified Gas Transmission Professional (CGTP), or NACE Pipeline Corrosion Integrity Management (PCIM) certification, NACE CP1, CP2, and/or CP3.

 

Experience 
Required: Minimum of five (5) years of related experience in project management, engineering and/or natural gas operations with progressively more complex assignments

Preferred: Seven (7) years of related experience in project management, engineering and/or natural gas operations with progressively more complex assignments

 

Supervisory Experience 
Required: Two (2) years of supervisory/project leadership experience

 

Knowledge/Skills/Abilities (KSA) 
Required:  Demonstrated leadership skills and in-depth knowledge of rules and regulations related to natural gas design, construction, and operations. 

 

Subject matter expert (SME) with proven ability to apply engineering principles, practices, and regulations to, and to perform economic and decision analysis studies of complex issues in areas including, but not limited to,  transmission, distribution,  system planning, pipeline operations, pipeline design, pipeline integrity management, general repair, fitness for service, risk assessment, risk management, and integrity decisions for a variety of pipeline issues, financial and regulatory issues, asset utilization, and environmental controls and regulations. 

 

Trains and mentors others on the ability to read, interpret and apply national, state, and local codes and standards (ANSI,   49 CFR Part 192, ASME, NACE, AASHTO, etc.) 

 

SME on federal and state regulatory standards as they pertain to natural gas distribution and transmission as well as a SME on company policies. 

 

SME on gas pipeline construction and repair methods the including ability to read and understand plans and alignment sheets and the ability to recommend alternatives in real-time on job sites as necessary. 

 

Excellent organizational and project management skills, excellent written and oral communications skills.

 

Proficient ability with Microsoft Word, Excel, Access, etc., AutoCAD, and GIS software.

WORKING CONDITIONS 
Overtime work as necessary. Field and office environment.  May be required to work at various job sites. Personal protective equipment including but are not limited to safety glasses, puncture resistance boots, and hard hat, worn while performing the field functions. Must be comfortable working in and around high-pressure gas pipelines (up to 1185 psig). 

 

Travel is required and anticipated up to 25 percent across New Mexico

 

The requirement to carry a company-provided cell phone and be available to respond during working and non-working hours. On call as needed up to two weeks per year.

 

PHYISCAL DEMANDS 
Frequently required to stand and/or walk up to 1/2 of the time and sit up to 1/2 of the time. Manual dexterity needed with the ability to stoop, kneel, crouch, crawl, talk, listen, and smell. Must occasionally lift and/or move up to 50 pounds. Work from an elevated position, such as ladders and rooftops. Will be exposed to outside weather conditions, fumes, or airborne particles, toxic or caustic chemicals, and natural gas emergencies and situations. Vision requirements include close vision, distance vision, color vision, peripheral vision, and depth perception.
