This position will be open to Internal and External applicants and will close on Sunday January 20th, 2019. 

The Fleet and Procurement Analyst level pays between $49,600.00  to $62,000.00 and the Senior Fleet and Procurement Analyst level pays between $60,014 to $75,018.  Both levels are based on skills, experience and education of the successful candidate.

 

Preferences

Experience in Purchasing a plus.

 

Fleet and Procurement Analyst

 

POSITION CONCEPT

 

Supports fleet and procurement functions by gathering, analyzing, and preparing recommendations on strategies, practices and procedures. Administers and reviews vendor and supplier contracts. Assists with data collection for departmental internal audit functions to ensure SOX compliance.

 

PRIMARY DUTIES AND RESPONSIBILITIES (D&R)

  • Creates purchase requisitions and purchase orders on less complicated commodity categories.

 

  • Supports opportunity assessment of major categories and cost of ownership opportunities; analyzes key trends in global supply, profile market, and industry analysis.

 

  • Supports the data collection for fleet and procurement strategies.

 

  • Collects data and conducts analysis regarding materials and contract pricing.

 

  • Supports the bid process and supports cost reduction activities to achieve annual improvement targets.

 

  • Supports the development and implementation of all supplier selection criteria and plans, assists with the selection of suppliers, may help with vendor and contractor on-boarding and training, and provides input on supplier performance.

 

  • Develops key long-term supplier relationships to achieve continuous improvement and manages contract performance to ensure cost, service, quality, and flexibility goals are met.

 

  • Provides input for communication plans, focus interviews, process mapping, business case development, scope of work/specifications, total cost of ownership model, and spend and supply analysis.

 

  • Conducts data collections for audits; tracks all SOX compliance paperwork.

 

  • Assists with the creation of annual department budget and variance reporting.

QUALIFICATIONS

 

Education    

Required:     High School Diploma

Preferred:    Associate’s Degree

 

Licenses/Certifications

 

Required:     Must at all times possess a valid driver's license and meet the acceptable driving record requirements of the Company.

 

Preferred:     Certified in Production and Inventory Management (CPIM) or Certified Purchasing Management (CPM) designation is preferred.

Experience

 

Related Experience

Required:     Two years of related experience with data analysis, fleet, or purchasing.

Preferred:    Natural gas industry experience.

 

Knowledge/Skills/Abilities (KSA)

 

Required:     Understanding of company commodity needs. Strong communication skills. Advanced problem-solving and prioritization skills.

 

Preferred:     Strong MS Excel skills. Working knowledge of SAP, Banner, Asset Suite, and MS Office.

Senior Fleet and Procurement Analyst

 

POSITION CONCEPT

 

Performs fleet and procurement functions by gathering, analyzing, and preparing recommendations on strategies, practices and procedures. Administers, reviews, and negotiates vendor and supplier contracts. Oversees contractor relations, including training and issue resolution. Facilitates departmental internal audit functions to ensure SOX compliance. Performs level I duties in addition to the duties below.

 

PRIMARY DUTIES AND RESPONSIBILITIES (D&R)

  • Creates all purchase requisitions and purchase orders on all types of commodity categories; monitors and maintains min/max levels on inventory to ensure adequate materials to meet Operations and emergency preparedness needs.

 

  • Creates and maintains DOT/hazardous materials and safety metrics.

 

  • Conducts SWOT analysis of major categories and cost of ownership opportunities.

 

  • Develops the structure and implements fleet and procurement strategies.

 

  • Performs key role in developing the scope of work and negotiating terms and conditions throughout the bid process. Implements cost reduction activities to achieve annual improvement targets.

 

  • Coordinates the development and implementation of all supplier selection criteria and plans, supports the selection of suppliers, conducts vendor and contractor on-boarding and training, and monitors and provides feedback on supplier performance.

 

  • Supports the development of communication plans, focus interviews, process mapping, business case development, scope of work/specifications, total cost of ownership model, and spend and supply analysis.

 

  • Coordinates internal and external audits; develops tracking tools and metrics related to all SOX compliance paperwork.
