POSITION CONCEPT 
The Director, Engineering Services is a senior level management position reporting to the Vice President, Engineering, Gas Management, & Technical Services. This position provides leadership, strategy, and management to the activities associated with the engineering functions of a state-wide natural gas utility. This position provides direction for the natural gas utility engineering leadership team to deliver positive results through safe engineering design and construction, ensuring revenue growth and financial profitably. 

 

PRIMARY DUTIES AND RESPONSIBILITIES 
1.    Establish a safety culture that ensures all team members utilize the safe work practices and that safety awareness among team members is a way of life.

2.    Provides leadership that maintains an efficient, highly motivated organization which is committed to fulfilling the mission and achieving the goals of both New Mexico Gas Company and Emera.  Provides guidance to leadership by communicating the company position on critical issues.

3.    Provide leadership and strategy to both manage and develop short term and long-term Capital budgets for the state-wide engineering division. 

4.    Provides leadership for the design and construction of transmission and distribution capital facilities for the state-wide natural gas system to ensure maximum efficiency and safe and reliable gas delivery to all-natural gas customers and the general public. Oversees review and evaluation of project designs and provides technical guidance and quality control. Provides oversight to ensure gas systems are adequately designed and built for present and future customer loads.

5.    Ensures compliance with all Company operating policies and procedures, in addition to Federal, State, Local, and environmental engineering regulation standards, design, and construction activities.

6.    Provides strategic leadership for the distribution and transmission maximum allowable operating pressure (MAOP) verification and validation programs and the transmission and distribution integrity management programs (TIMP and DIMP). 

7.    Responsible for reviewing and approving all changes to the Operations and Maintenance Manual.

8.    Maintains a qualified, efficient, and highly motivated work force, which is committed to fulfilling the mission of the engineering group and doing it in a way which is in alignment with the company’s core values. 

9.    Ensures compliance with Human Resources processes as it relates to the selection, supervision, training, development, motivation, and compensation of supervisory and technical staff necessary to facilitate quality cost-effective functioning of engineering.  
10.    Serves as a New Mexico Gas Company representative in industry organizations and activities related to the natural gas utility business.  Represents and advocates corporate position as a liaison with local government and State/Federal Regulatory Agencies for all engineering and regulatory requirements impacting the natural gas business.

11.    Performs other related duties as assigned by the Vice President of Engineering, Gas Management, & Technical Services.


SUPERVISION
Direct Supervision:     Engineering Services Managers and Technical Publishing Specialist 
Indirect Supervision:     Engineers, Professional/Technical employees, administrative employees, and contractor employees.

 

RELATIONSHIPS
Key Internal:      Works closely with executive management, operations, legal, regulatory, human resources, and financial staff within the Company to include counter parts across all Emera affiliate companies.  

Key External:     Customers, Governmental Agencies, Other Company Representatives, Contractors, Business Partners, Vendors, etc.

 

QUALIFICATIONS 


Education 
Required:    Bachelor's degree in Engineering
Preferred:    Master’s degree in Engineering or Business    

 

Licenses/Certifications 
Required:    Professional Engineering (PE) license, if the PE license is not from New Mexico the candidate must obtain their NM PE license through reciprocity prior to commencing work at New Mexico Gas Company.

 

EXPERIENCE

    
Related Experience 
Required:    Ten (10) years of senior level gas utility operations/engineering management experience with increasing levels of responsibility. Leadership experience must include demonstrated ability to successfully direct gas operations across a large geographic territory, negotiate critical business contracts, and provide leadership and industry expertise for business expansion opportunities.

 

Supervisory Experience
Required:    Five (5) years of supervisory experience

 

Knowledge/Skills/Abilities (KSA) 
Required:    Must have demonstrated strength in leadership development, strategic thinking, performance capability, and overseeing complex initiatives. Strong leadership and organization skills as well as excellent oral/written communications and presentation skills are required.

WORKING CONDITIONS 
Normal office environment. Must be able to work irregular hours, including overtime and on-call availability.  Frequent travel required.
